$259 is a lot to pay for a Base unit. Sure, it might be a cheaper long term choice. But, if you want low cash flows soon you need to go with a cheap monthly phone service.
I got a special deal from Rogers with "6 months free" phone service. Now that's a good deal because of short term cash flows.
