Here's the issue: It might not that be a big deal....... Here's why. If your parents are tourists and you were born in the US and you go back to your parents' country, you can only have legal capacity to claim your citizenship when you turn 18. So you get to go to the USA when you're 18 but your parents can't join you. You have to petition them in. Takes a few years.
I'm not saying it's completely trivial but probably accounts for a small % of immigration issues. Plus, a birth tourist child petitioning his parents fall within LEGAL migration. They don't get to cut in line completely--they still have to go through the process.
