                  Personally, I'd do it in jQuery instead of flash.

                  But it looks like an extremely simple site, the hardest part would be developing an admin backend for the content management. Even that wouldn't be a very tough task though.

                                                  I only really know of Basic_man around here who does Flash work, but he does good work in my experience, and I've heard nothing but good back from people I've recommended him to. Pretty positive he could handle something like that if you drop him a line.
