I agree we need to change the BIG GUN thinking to some degree, but if you were to follow what the capabilities of the new ships coming out can do, you would see that's exactly whats happening.
For instance , the newer submarines are designed for bringing seal teams to the beach, before they could let out in the water a couple at a time, now they all go at once. They even have a mini sub on them. Cruise missiles are part of all submarines now. The USS Bush is the last of the big aircraft carriers, they are going to build smaller ones now.
The rail gun is for pin point accuracy taking out a city from the sea, before troops get involved, saving our troops. You don't just send in troops and hope for the best

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
