I think there are a few people with valid credit cards in Turkey, but its not worth letting the whole country in just in case you catch one of them.
Normally threads like this get spammed by the telephone billing guys who can bill anywhere but reality is that yes THEY may be able to get some money out of Turkey, but your share of it will probably not be worth the bandwidth used.
