You're really not goign to have "completly fast and reliable" internet through latin america, because everything pretty much runs off a 750mbps pipe coming through mexico. Here in CR the internet is pretty much run by the govt (ICE)
Tax free? If you're a US citizen, you're SUPPOSED to report your worldwide income.... take that for what it's worth. However that depends on you not wanting to go a federal rape-me-in-the-ass prison at the hand of the IRS.
Safety? Costa rica is pretty safe. The drivers here are just complete fucking nutballs. And im comparing that to LA drivers. -

I just got back from Panama on Monday (Bocas Del Toro) and it was GREAT! Lovely little island town. Plus unlike Costa Rica, nearly everyone speaks English in Panama.

I'd have to say that Costa Rica is a common destination seeing how it rates on those. ADSL and cable modem are widely available, much more available than before, and cheaper than before, but I wouldn't necessarily call it fast by first-world standards, or reliable by first-world standards.
The tax regime is favorable when you make money from abroad. If you have a local business with employees, the payroll taxes can be prohibitive, but good thing they're assessed on a low local wage. CR is considered safe for a Latin American country, but that's really not saying very much. Steel bars, thefts, and firearms abound.
All in all I like living here for a wide variety of reasons. I've heard good things of other countries as well, such as Panama and Paraguay, so be sure to do your homework.IntegralPay LLC | www.integralpay.com

I agree with you, it took a little getting used to having every house having bars everywhere, including the driveway... and also even the 18 year security idiot in front of auto mercado having a six-shooter.... The most insteresting is the guards in front of every bank with shotguns.... I doubt banks get robbed here much.Comment

The choice is spread over two countries - CR and Panama.
From a biz angle, Panama can be better and more English is spoken if that is a concern. From a stability angle, CR is a very stable democratic country - prob more than many percieved democratic nations and near the top of the list. Panama is "recovering" from instability, but heading in the right direction and lots of promise ahead.
There is no taxation applicable to net revenue in either country. The only exception to this is in the case of US citizens who are required to file annually with the IRS on their worldwide income and CR and Panama only have MAT's (Mutual Assistance Treaties) with the US.
Internet is not a problem in either country - tho avoid remote locations and/or check out cable availability in a region beforehand.
Laws? Depends what the biz is ;-) Panama may not be a good idea for porn shooters, but generally the laws of both countries are better than most industrialized countries and common sense is relevant. (Obviously CP is out and penalties are heavy - and enforced.)
If a non-US citizen and a webmaster, my preferance would be Panama (tho only by a small lead) - otherwise, both countries are fairly equal.XXX TLD's - Another mosquito to swat.Comment

If you want america standards Mexican verson then its Mexico City..the largest city in the world..with areas like Rodeo Dr. all the same official stores. and around the corner you have your heavenly places where you can get drunk and get a new liver the next day..because there's no last call..and you have Cancun two hours away..

My business partner went to Belize, says it's like living in the jungle when it came to infrastructure and services. But it was very naturally beautiful, the beaches, the sun, etc... definitely a place to visit, dunno about living there though.
I'd really love to check out Panama some more... loved visiting Panama City and Colon (mostly the Free Zone) when I was there. Looked very cool, only thing that was a little shocking was seeing rampant poverty worse than Costa Rica's, next to rampant wealth surpassing Costa Rica's.
