Just go to another shop.
Doing a good cover up is a skill, not everyone can do it well. Someone can be great at tattooing but not be that talented at dong coverups.
It's hard to say w/o seeing it, but the main thing to keep in mind is whatever you cover it with the design has to actually cover where the ink is on your current tattoo. To cover a pot leaf with a pin up girl is probably pretty impossible, Pin up tattoos are mostly open skin, there's nothing to cover, you would see the pot leaf right through her.
Post a pic and I can make some suggestions, but in the end it will be left up to the skill of the artist who does it. When you walk into a shop ask to see some examples of cover ups they've done will give you a good idea of what they can do. A good cover-up artist will find a way to work it into a new design, a lazy one will cover it with an 8ball or soemthing almost straight black.
