Not positive I'm understanding the question properly but I think you can do what I think you're asking.

Highlight a portion of the video in your timeline, then hit "r", it will designate that portion as a "region", regions 1. Continue till your done with the different regions.

Then, TOOLS>Scripting>Batch Render>
Select the various formats and bit rates you want, click on "Render Regions" at the bottom. Hit OK and let it fly. It'll encode every region in every format and bitrate you designated.

If you don't want to use the default sizes and bit rates, you can create custom settings and name them and they'll show up in your choices of encoding options for each format.
