                                  Actually in most states they are not quite. For instance, in the course of thier duties they can park in a firelane on the side walk what ever. They can use a phone while driving ( IN THE COURSE OF THEIR DUTIES ) thats the catch. Prove they were not doing ploice business and you will see it stop fast.

                                          Nearly got taken out by a cop in a Subaru WRX doing a U turn once... no lights, no siren. That's not a standard cop car here so I bet he was "having a little fun" with something different.

                                                      90% of the time they are talking to other officers. They don't want to jam up the radio waves. Not too mention the radio waves are super monitored and you have to talk in code etc.

                                                      Cops are also required to carry cellphones as sometimes the radio system gets jacked up and they are actually dispatched via cellphones through their sergeants.
