I also believe that it has something to do with the regional billing, try turning your regional billing on and off and see what happens. At times for me when I did this my sales instantly jumped up and I would get a few new sales in a short amount of time then go back to nothing. But other times it had no effect at all so I don't know what's going on. Its frustrating though. Oh and over the last month one site has gone from 1:350, converting at about that rate for 5 years and on Monday it was 1:4000
