Yup my guess is power supply also, i've lost three over the years to outages and brown outs.

Heck, do they use fuses anymore these days? I'd always run to the first fuse I see with a multimeter. With any luck, you blew a power supply fuse.

First thing I would do would be unplug the PSU from the mobo and use the paper clip trick

If it manages to power the fans, hard drive etc, then it's not dead

Get a decent power bar/line conditioner, too.

I'd disconnect everything and see if the PSU fan spins when green is connected to black. No point risking your peripherals if it's a dodgy PSU.

The sniff test may also assist in diagnosis.

Well the PSU may only fail to start when it has some load, but start fine without any load.

That's why I told him to test it with some hardware connected to it to be sure.

Plus some PSU's don't start at all without any load

It is likely a fuse in the power supply, but these are rarely user-serviceable anymore. If you are in a 3rd world country you can probably have it repaired for a couple bucks, if not buy a new power supply, they are cheap.

I turned mine off one night with no problems a few months back and it wouldn't start the next day, pulled the power supply out and went to a store called http://www.microcenter.com/ and found a new power supply for $24.99 on sale and threw it in and all good, I plan on building my next computer with parts from there on the side when I get time and when I get it done I'll hand my current setup to a family member.

Agreed, but I'd try it without anything first, then add a device or two to see what happens. I would NOT use the HD for this test since it's probably the most important part of the comp.

To the OP, I'd also recommend once you're running again that you get a UPS, it will help save you from those annoying power "blips" that instantly reset your PC, and will let you shut down cleanly in the event of a total power failure. It will also provide basic protection from surges.

I had that once with my pc. I waited for a few hours and when I tried it again, the machine turned on without a problem. Weird stuff.

I thought this was going to be a RIP thread and that the guy from the "Hi, I'm a PC" commercial had died.
