since a power outage my pc is dead. I opened it today and there isnt a single sign of life, no lights, etc. Is it the power supply?

First thing I would do would be unplug the PSU from the mobo and use the paper clip trick
If it manages to power the fans, hard drive etc, then it's not deadComment

Well the PSU may only fail to start when it has some load, but start fine without any load.
That's why I told him to test it with some hardware connected to it to be sure.
Plus some PSU's don't start at all without any loadComment

It is likely a fuse in the power supply, but these are rarely user-serviceable anymore. If you are in a 3rd world country you can probably have it repaired for a couple bucks, if not buy a new power supply, they are cheap.- As soon as I think up a good sig it's going here.Comment

I turned mine off one night with no problems a few months back and it wouldn't start the next day, pulled the power supply out and went to a store called http://www.microcenter.com/ and found a new power supply for $24.99 on sale and threw it in and all good, I plan on building my next computer with parts from there on the side when I get time and when I get it done I'll hand my current setup to a family member.Comment

Agreed, but I'd try it without anything first, then add a device or two to see what happens. I would NOT use the HD for this test since it's probably the most important part of the comp.
