Yes there's a fuckload of idiot there, but spend a week and try working with a few of them until you find one who puts out and knows his shity. For $400a month you should get a couple decent guys biting. Some are decent coders and designers even.
Just do yourself a favor, save yourself the headaches and don't hire an Indian though, get yourself a good Filipino, they seem to have a little more work ethic and definitely have better english. In general at least. Unless your ego gets a good stroking from having your workers call you sir constantly, then go with the Indian.
