I had hired him awhile ago to do some programming work (or his company / whomever he hires). I went with him because he said he would deliver within a period of time I was happy with; The price wasn't the cheapest I could have found but because of the delivery time I was okay with that.

Something that should have been a two weeks took around 2 months I think.

Then I needed another part done and he said he could get it done in 5 days. I paid half deposit for that work - that work was supposed to start Sept. 29th. It's November 20th now.

He's done nothing to remedy the situation. He did say he'd give me a refund, however then he later said he'd just give me a discount. The last response I got from him was that he was away on a business trip - apparently he doesn't care about people who have already given him money though. He recently returned the initial $700 (so he's not running off with my money), but I don't have the code I need nor the bug fixes for the first set of work to be functional, so I can't put the update live. It's cost me money. I had told him my plans, and which is why I went with someone who said they could deliver quickly.

So far it's taken 4 times the amount of time he promised it would be finished in. I could have paid much less for the same amount of work to someone else if they took the same time. Lots of excuses. I've given him lots of time to even update me to tell me a new date that it'd be ready by - he responds, but ignores every actually question I ask.

I'll keep my personal comments to myself for now. I've just mentioned facts so far.

Yeah, he owns the domain apparently. Sent me an email from it initially and said the website was being developed. He soon switched to a Gmail email, however he still has been able to use the @74.com address as I questioned him about it if it was somehow just a lure; He used the fact that he's trying to build a good reputation with 74.com (a high valued domain) so he wouldn't screw people over.

Yes, I am looking to hire someone else now, however if he gets back to me in a reasonable time and assuming they did as much as he said he has he has more code done.

Otherwise this thread is letting other people know about my experience with him.
