Unauthorized unsolicited unwanted e-mail does hurt people. People are paying for that bandwidth, mostly ISPs and Hosting Companies.
Not to say that the government should spend lots of money trying to track down these people, but it is a misconception that spam is a victimless crime.
I don't go out of my way to report spammers unless they go out of their way to hide their identities. If they do that, they're trying not to be found, and there's probably a good reason for that. but if I get spam about enlarging my penis or seeing Kandy's newest collegiate slut video, i just fire up that delete key and onto my next e-mail.
