I am planning to spend 20.000 - 25.000$ in traffic or more if neded, but I need to know the following.

1) Where do I buy the best traffic that I am sure can convert
2) Should I buy banner adds directly on some pages with members (which by the way I dont really know where it should be)
3) Or should I buy webmaster attentin as in advertising it on GFY?

So hit me up with offers of what traffic you have for me for a paysite in a form of DVD download with insanely good new movies and low prices, or just hit me up if you want to be on my list of spendings (that is if you really know how to pull traffic!)

A few things to consider, since I assume that you are looking for traffic sent directly to a tour that will convert.

1) Stay away from any kind of blind, or redirected traffic. That includes exits, popunders, 404s, and skimmed (TGP) traffic. Only in rare exceptions does this convert on your type of sites (ie. DVD/movie sales and downloads)

2) You'll need to buy as targetted traffic as you can find, but this will be expensive. Focus on SE PPC buys, and banner and text ads.

3) Depending on your budget, consider building a feeder/scrubbing site, so that you *can* take advantage of cheap traffic deals out there.

That is very good and all my friend, but like everything else this business is one big mess unless you tried "everything" and been fucked at least twice so that you know the odds for success or what to do and not to do.

Basically I need a qulified person with a reputation that can help me out in either telling me where to buy the traffic or how to go around getting traffic in a certain way.

I'd simply give Google AdWords a try to get started, there you'll be able to find traffic that's targeted enough to give a nice ROI, and volume wouldn't be a problem either if you're able to work with a lower ROI.

I agree with Ravo that buying skimmed traffic from any traffic source isn't a good idea, simply because it's thought as feeder traffic, and not to generate sales. But text links on TGPs / MGPs could work too, that's just a big trial & error game
