from my experience cities in Spain and Italy have more of this. Maybe not the jerking off in the park stuff, but a lot more "picking up" going on... In Spain the gay guys don't give a fuck and you can often see them checking you out and so on. Most of the time you just keep cool, but when they say something, it's enough to get me really pissed.
