Parisian girls get chatted up a LOT, that's why they close themselves up. That's too bad, coz most of them are quite pretty with some feminine essence about them. But Paris is a big city with a LOT of singles (and mostly single women), the rest of France doesn't have that kind of problems.
There's some cultural reading of it I'm sure. I have friends in Canada who felt so free to wear whatever they wanted at any hour of the day with no hassle at all. In Paris, they think about how they will dress twice before leaving their place, as too many guys will try their luck on them just in case.
Are French perverts? I must admit they put too much pressure on women, and they return it to them in the everyday life. If you simply smile to a girl here, she ignores you blatantly. A smile is just a smile. Not an overture at all. Too bad they've been pushed to react this way. It depends a lot of where you smile, though. In the subway, it's definitively a no-go, but on city buses, they're more relaxed.
