Do you think all countries in the world care about CP and various other Internet enforcement as much as the Western world does? A good chunk of the world can barely afford to eat. Another chunk of the world is in total chaos. There are plenty of opportunities for people to get away with CP, they already are.
Whether or not something is legal matters little in many countries.
