Is he stealing mine or a neighbors internet? Should I call the police or something?

You sir have major insecurity and trust issues. You may want to seek help for that.

As for the guy on the front street with the laptop, if it were happening to me I would do what sicone said and shut off my wireless access, then see if the guy drives away. Then I'd know for sure what he was up to.

If I saw him sitting out there any other nights I'd certainly walk out to his car, phone in hand, and tell him I know that he's stealing my internet connection and to get lost and never come back.... or I report him and his license plate # to the cops.
