This move isn't the only threat:
As the U.S. backs off its control of ICANN and a more "global" influence escalates, folks are going to see a lot of things that they never imagined, re: content restrictions and country-level adult firewalls, similar to those used by China and other countries.
"Freedom of speech" is an American value. Sadly, I think many countries will now see (or be prevented from seeing) just how true that is...
