I'd guess that's what it is too. I have a couple sponsors where every so often a rebill comes up for half the amount of a normal rebill. When I asked why, they said it's a last minute offer they make to someone trying to cancel. They'll give them a discounted month to stay on.

I would say a program using a "save sale" technique is working hard to make you money... more power to them.
