I know that banks do turn them down.
I have had some transactions that will not clear one card or the other. Some will not clear my credit/debit cards, and others will not clear my traditional credit cards. This can be anything from international scripts, software, content or sign ups.
As Robbie said, I do not think U.S. based banks are going to be mass denying a CCB or know processors. However, in this economy and all the cracking down on 'high risk' transactions, and card holders. Anything is possible.
