Ya i would NOT be impressed if I saw that while sitting on the plane. Infact I'd probably demand a new flight. As I am walking off, "ya good luck people, if you didn't notice, they are repairing the plane with duct tape!"
Actually, that tape is also used in the US and commercial carriers all over the world. It's a type of high speed tape, much stronger than regular duct tape, and is used for one trip temporary repairs pretty commonly by US carriers.
So.... yes, Delta uses it also.
They just don't let you see them doing it, since they know that people would freak out.
Look for it on the wings of your next flight, you can notice it pretty often if you look
