As others have said, very few partnerships will ever work out.
If I was you, I would just pay somebody to make my existing site look better. You could give it a face lift relatively cheaply, there are always designers looking for work here, and you can get plenty of ideas of what you want by looking at other sites online.
As regards ongoing site updates and management, this is where you can use your bartering skills. If you have any members in your fan club, offer them a free membership for doing it for you or free membership plus whatever they need. Somebody who likes you enough to join your fan club, may like you enough to help you for free.
