Not sure with ATT. I use tmobile myself.
The call would count as a local call no matter where you are though. It could use up some of your minutes.
With tmobile I get unlimited calls to 5 numbers. I have my voice number as my first one. It is the only number I call besides 611 for support.
If you have unlimited calls to 1 number your cool.
If you have unlimited local calls your cool.
If you have X many minutes per day and free nights and weekends, you could use up minites during the day.
I would have to say yes though you will be placing a local call to perform features. What you would be doing for the most part is just turning your phone into a dumb pipe. You may or may not still have to pay for minutes, but you will no longer be nickle and dimed to death for the additional shit like sms, call fowarding, call routing, call blocking, 411, roaming charges, transcribing to text/email, recording calls, voicemail, and such.
