I'm sure this question above involves MAJOR REVISION CHANGES between WordPress. If this involves making/changing plugins from 1.5.x to 2.7.$TODAY, $250 isn't that bad - if it's just for a simple minor upgrade/bump, that's highway robbery.

To add or upgrade WP takes longer to upload than it does to install and setup. If it's already on my box, it takes 3 minutes to setup, less than 1 minute to upgrade old WP copies, now it's seconds.
Heck, you can find youtube videos that are less than 10 minutes long that walk you through the entire setup, setting up the db, admin, and setting up plugins.
You can go setup a blogger account, get a domain for free if you move it over to a host, then change it out with a WP blog, and you don't spend a dime. That's how simple it is.
