CCBill really has zero responsibilty towards affiliates, their main concern is the site owners. They handle the affiliate side of things as an incentive to the site owners to choose them over other processors. So you, as an affiliate, are nothing but a cost of doing business to CCBill, thus they really have little interest in making sure the site owners comply with any set of "affiliate-friendly" rules anyone might wanna come up with.
