Every hurricane they do it. have done it since I was a child and is not new. When mandatory evactuations are called, you are not even supposed to be here, let alone walking the streets, they WILL arrest you. They use terms like "will approach as if a suspect" until cleared etc... they assume you are up to no good and down here there is shoot on sight for looters not to mention Blackwater security patrolling as well.

We did it last year for Hurricane Gustav too.
