Actually, you're somewhat correct. In Britain, Licence is a noun which means 'a permit to do something' (a driving licence), whereas license is a verb meaning 'give a permit to someone: allow something' (the loggers are licensed to cut mahogany trees). In American English, both the noun and the verb are spelled license.

As I read his domain, I guess if he wanted it to be licence as a noun then its correct, although that seems awkward. I interpreted him as wanting to say "licensed", meaning it was a verb and spelled license. Either way it doesn't matter, I was just giving the noob a hard time.
