Yes, in new orleans when mandatory evacuations are called and declare state of emergency and under MARTIAL LAW, they impose a 6 pm to 6 am curfew (for weeks) and if you are caught outside your home during those hours you can be stopped questioned and arrested without any cause. Message is constantly aired on TV until power goes out... cops ride through neighborhoods looking for people.
Every hurricane they do it. have done it since I was a child and is not new. When mandatory evactuations are called, you are not even supposed to be here, let alone walking the streets, they WILL arrest you. They use terms like "will approach as if a suspect" until cleared etc... they assume you are up to no good and down here there is shoot on sight for looters
not to mention Blackwater security patrolling as well.
We did it last year for Hurricane Gustav too.
