                    Kinda, it depends on how you run it. I is an art. Let me give you an example.....

                    Unseen knows how to do artful spam. He runs a fair contest with the intention of actually giving away prizes.

                    Other people copy the idea and then run fixed or dishonest contests with the intention of never paying out to a winner in the first place. Then, when they get caught, they try to snake their way out of it by coughing up the prize. This is not artful at all, it is regular spam.
