They are both part of Congress. In the house larger states have more representation as those states have a larger population. Where as CA may have 54 Congressmen, Nevada has only 4. To balance this out each state has 2 senators so each state gets equal representation in the senate. A bill may pass in the House of Representatives but fail to pass in the Senate and thus does not get out of Congress to be signed by the President.

            and from Wikipedia:

The United States Congress is the legislature of the United States federal government. It is bicameral, comprising the House of Representatives and the Senate. The House of Representatives has 435 voting members (plus a nonvoting delegate from the District of Columbia and four additional non-voting members from Guam, The US Virgin Islands, America Samoa, and Puerto Rico), each representing a congressional district and serving a two-year term. House seats are apportioned among the states on the basis of population. Each state has two Senators, regardless of population. There are 100 senators, serving staggered six-year terms. Both Senators and Representatives are chosen through direct election.

The United States Constitution vests all legislative powers of the federal government in the Congress. The powers of Congress are limited to those enumerated in the Constitution; all other powers are reserved to the states and the people. Through Acts of Congress, Congress may regulate interstate and foreign commerce, levy taxes, organize the federal courts, maintain the military, declare war, and exercise certain other "necessary and proper" powers.

The House and Senate are coequal houses. However, there are some special powers granted to one chamber only. The Senate's advice and consent is required to confirm presidential nominations to high-level executive and judicial positions, and for the ratification of treaties. Bills for raising revenue must originate in the House of Representatives, as well as any impeachment proceedings.

Yes, the House of Representatives and the Senate must approve legislation. One alone cannot pass it.

We have the Legislative, Judicial, and Executive Branches. The Executive Branch (President) is in charge of enforcement (application). The 3 Branch system was designed to ensure that no one body has an excessive amount of power, we call this Checks and Balances.

Dunno why Sly - that reads kinda funny

It's basically the same system in almost all western countries - the term is "separation of powers" tho a few countries can vary on how far the go on this. Don't think Canada has a great deal of "separation" in practice, but it is recognized. The UK is a mishmash on the practicalities - but the "separation" element still exists.

Always found it very strange in the US in that whoever is president can appoint judges (and often based on their political views) - seemed a conflicting of separation of powers.
