Google sends an email when a site is banned with the reasons why. It can be spamming, detected trojans on your site (we had that once when they hacked coppermine), keywords in <no frames> etcetra.

To unban you have to create a Google account, go to the webmaster tools. Verify your website and ask if they index your site again (put in a form).

If it wasn't a website, there is no need to worry yet... if it was just a parked or off-line domain there is a possibility that google wont show you anything. Just put some stuff there and link to it. It should be in google results up to one month.
