For what it's worth - I got friends flying out here almost every .. 6-8 weeks and spending a couple of weeks here and back to the EU again. They can't stay away from the place - and want to move here permanently.
Anyways, why you want to live in freezing cold depressing weather and pay taxes for the privilege?

The Project Manager would still need to be fluent in PHP/MySQL yes, to efficiently manage the team. The team will not have much respect if they all feel they know more than you yet you are telling them what to do
