I see bald eagles and golden eagles many, many times a week with my day job(often tiems within 50-100 feet). I can tell you first hand, that a 3 foot tall eagle with a 6 foot wingspan isnt a fabrication. These birds get fucking huge.

huge, yes indeed. But still dont 3 feet tall. Most likely between one and two feet tall. Still a great story, but no need to exaggerate that much
