Are they to be employed by you with benefits or working as an IC?
Employed with benefits I would say $12-$15.
Independent Contractor I would say $16-$20.
Also depends on the extent of work though I guess. If they are simply answering emails, fetching you coffee, making copies of documents well then they get paid less.
If they are being given control to coordinate international travel, make executive decisions and you trust them enough to give them all your personal credit card info....then you might want to make sure they are taken care of. LOL
