40,000 standard paysites with 200 million possible viewers.
1,000 mobile sites with 7% of 200 million = 14 million.
200 million over 40,000 sites = 5,000 per site.
14 million mobile customers over 1,000 sites = 14,000 per site.
These numbers are pulled out of my ass but you get the point. Just saying you only have 7% mobile traffic is irrelevant without context. By having a mobile site common sense tells you that you will end up with more mobile traffic by default. It's not all black and white and I don't see anything wrong with people capitalizing on it. That's what marketing is all about.
