That isn't what I meant by taxes.
Government sanctioned lotteries are typically created to generate revenue for somebody's pet project or sometimes even something that needs to be done. So people buy lottery tickets in hopes of winning a massive amount of money, while the likelihood of doing so is so beyond extremely minimal it's just silly. Playing the lottery makes absolutely no financial sense... however, people like a cheap thrill. And that's what it is.
The typical lottery player is someone with a relatively small income. Well-to-do people do not play the lottery. That's what is meant by "taxing the poor."
