Yes, that's what they are for. For control, the ring should encase the cock and the balls. As a beginner I'd suggest you only use a cock ring that can be cut off and always have a pair of cut away sheers on hand. There's great snap on rings in leather too.

The best rule of thumb for the safely of those most precious orbs, if they become cool to the touch, remove the ring.

As the skin begins to stretch, additional rings can be added. Roy can wear up to 11 on the balls ..with effort... the visual is great .. but doesn't make a difference in control.
