I read the same thing, that they weren't going to have to fight to get into the house. I'm guessing that is for one of two reasons...
1) To keep Kimbo from losing and never actually making it into the house, which would kill this season's ratings. Not saying he would lose, but why even take that chance when you know he will bring in big ratings.
2) Because there just aren't enough quality heavyweight prospects to account for 32 fighters. There is a reason the UFC heavyweight division lacked depth until recently, good heavyweights are hard to come by...
