His appearance gives us a time frame of Skynets advancement. The movie deals mostly with the T-600 series of terminators. Did you not notice they were much bulkier and crude looking? Probably not. When we see Arnold coming out of the chamber, last stage of the assembly line, it is letting the intelligent people in the audience know something important.
What is that, you ask?
That the first series of T-800 terminators are just rolling off the assembly line. If you can remember this is the same model of terminator from the first movie. But what clue is that giving us you ask?
That we have yet, or at least John Connor, has yet to reach that critical point in the Terminator franchise where the ultimate decision to send back someone or something to protect himself from the future. This is also hinted at by having Kyle Reese so young and not yet a part of the resistance.
