I agree that saying you are bi is a less threatening/more socially acceptable way of saying you're gay, especially if the person is not ready to "come out" yet. I have a cousin who said he was bi for years until he was then "gay."
Then again, Kinsey also said that sexuality is a scale. Most people are not exclusively heterosexual or homosexual but somewhere on the continuum.
