Most of us have already agreed that yes there probably are groups organized. My old weed dealer used to have a little circle of crackheads he sold crack to. He was always trying to sell me new Xbox's or whatever. I could bring him a flyer from the paper with what I wanted circled, and he'd send his crackheads out if I wanted. Half of retail price was the charge. I'm sure he got it for half that or less. It is entirely possible that there are loyal homeless people who have agreed to give all their bum funds to one person. But it is far from the norm.
It's not like a monopoloy on the bumming industry by a long shot. I've seen plenty of bum fights break out. Usually it's because they are drugged up, drunk, and or just plain crazy. Homeless wil fight amongst eachother frequently. It's every man for himself, with temporary allegiances formed here and there. To call it organized is stretching. The most of the bums who group together do it for temporary protection, or just company, not to work for some pimpdaddy drug dealer as bum employees. Worst case scenario it's a "You buy your smack from me and only me, or I'll fucking shoot you" kind of deal, to maintain clientele and combat other dealers. Not a, "Would you like to join my bum gang? We run these streets"...
