Its sounds like you bought into a tall tale that some drunken bum told you about a super secret society of panhandlers that spread out across the globe and beg for money, only to immediately turn it in every night to their "panhandler pimp", that in turn gives it to their Illuminati masters.
I can assure you I have more experience dealing with these types of people than you could ever imagine. The porn stores and strip clubs I ran, in major cities all across the US, were almost always located next to some violent ghetto or horribly blighted area. Numerous times throughout the day I had to chase off panhandlers from our parking lots, and when they did get money off our customers they immediately made a beeline to the liquor store across the street, or back to the ghetto next door to buy crack. No conspiracies, no organized gangs, just liquor and crack...
