A FUCKLOAD OF THEM. Especially the longtime oldtimers, are completely bonkers. They were/are unable to provide for themselves, and had no support to keep them going, and that's where they wound up. In a world where everyone looks at you like a piece of shit, other homeless become the family. Groups will come together, travel the same areas, watch eachother's backs. Addiction is high too, but even junkies will group up with people of similiarinterests. In which case junk may be the only interest, and acquiring money to pay for said junk the aim of the day. I still think the statement "those bums that you see on the street in the same spot every day are part of organized crime is ridiculous.
