I could be wrong but i would think the ONLY way this would happen is thieves who copy the actual card itself at the point of transaction ( i.e. swipe/atm ). This must be rather rare and couldnt affect epassporte more than any other institution right ? i don't see how there could be a sudden increase unless its an epassporte employee or someone snagging the cards before they reach their destination .. in these cases i would think epassporte has a problem
Just out of curiosity , if an atm is duped and found does visa reimburse you anything for the stolen transactions ?

This is an issue of cards being copied at the ATM/swipe. This have been a major problem in many countries for years and the scammers gets more and more sophisticated and the problem is on the rise.
For you other point instead of just ignoring it since you are always insinuating things like this I will say:
We receive the cards in sealed envelopes from the printer, we ship the cards the Account Holder then activates the card and choose a PIN of their own.
