I have the best answer for you....
They are a bunch of hassidim (aka really, really, really fucking religious Jews who dress funny) and their hats were made a custom in Russia due to cold climate. I've seen many pictures of Russians (not Jews) wearing them as well. It became normative garb for the hassidim.
They can be extremely violent and aggressive if you fuck with their religion.
If you walk into an ultra religious/ hasidic neighborhood in Israel not dressed appropriately or driving in their neighborhood during sabbath they have been known to stone and beat people. After a suicide bombing they went after a bunch of Arabs who happened to be in their hood and beat the shit out of them. They are fucking loonies and would probably murder the PETA people.
I traveled around many middle eastern countries for many years (including Egypt, Jordan and Israel) and trust me-they are not very nice if you are in their community and doing something that they perceive as fucking with their religion. They will hurt you.
