I don't spam on it...I think it is far more effective to actually behave by the rules but have people following you for a specific site. For example, I run a mainstream site that is about a particular video game. I put a 'follow me on twitter' link up and people pretty quickly started to follow me. I just twitter now and then about something to do with something I go into greater depth on within the actual blog. Time after time they then go to the blog and read it and click things that get me paid. Also, the feedback they give through it is so instant that they don't even think about having done it. Most of those types wouldn't send me an email but they are tweeting to me and telling me what they would like to see on the site, etc. Helping me better target to them.
I agree that the out and out spam is too much.
