Dogs of any breed can be raised improperly and turn out vicious, but dogs with potential to do real damage should have only experienced owners with properly fenced yards, etc. To own a pitty or a few other "dangerous breeds" in my town, you have to have a six walled enclosure, always walk it with a full muzzle, never let it off leash, and pay $600 a year for your dog license. That deters at least some yahoos from getting them because they look cool.
